从长远来看,贵州经济的发展有赖于加大对外开放的力度,而制约对外开放、阻碍经济发展的是基础设施,尤其是交通。。。宁肯把有些项目缓一缓,也要下定决心,努力改善交通状况。

  这,就是新世纪的贵州交通。
  从中国云贵高原贵州省省会贵阳出发,朝发夕至。数条高速公路、高等级公路将9个地、州、市全部纳入高等级公路体系,又从8个方向在邻省、区、市之间形成8个大出口,将贵州与广西、云南、重庆、四川、湖南径直连网,进而纳入全国交通骨架网,加上飞速发展的贵州民航.铁路与内河航运,贵州,一个借助交通建设筑就的发展大平台、大通道、大市场逐渐形成。一个全新景象的贵州正向世界走来!
  贵州地处高原大山之中,扼守在中国大西南南下出海要冲,陆路枢纽位置突出。交通,是贵州经济和社会发展的命脉。过去,贵州丰富的能源、原材料、生物、旅游、民族文化...等资源,苦于交通滞后的制约,深藏于山地和丘陵占全省面积的93.5%的高山深谷中,与经济发展一度严重失衡。新世纪,新希望,贵州迎来了国家西部大开发这一千载难逢的良机!历史告诉贵州,加快以公路为重点的交通基础设施建设,是摆脱落后困境,创造大发展条件,实现全省经济和社会的整体发展,进而达到全方位迈进的历史性跨越的当务之急。2000年春,朱镕基总理指示:"贵州要发展,要致富,必须搞交通。只有把山门打开,四通八达,省外的人才、资源都进来,才能加快发展。贵州一定要用3到5年的努力,形成自己的公路网”国家有关方面给予高度关注和大力支持,贵州省委、省政府把交通建设作为工作的重中之重。2001年,贵州省委.省政府在国民经济和社会发展"十五"计划纲要中,明确了加快建成贵州南下出海大通道和大西南陆上交通枢纽, 逐步构建和完善综合交通运输体系的建设构想,并提出了“构建公路交通运输网、加快出省通道铁路建设、加快民用航空运输体系建设、积极改善内河航运航线”四大目标。1926年,贵州始建第一条公路,结束了境内驮马驿道的历史,步入了近代交通时代。到了1986年,正好经历一轮甲子,在同一线上,与苍老落后的老路平行,修筑了贵州第一条高等级贵黄公路,标志着贵州公路建设向现代化方向的转进。从此,贵州交通建设,进入了一个全新的沸腾时期。新中国成立50多年来,贵州人逢山开路,遇涧搭桥,炸礁清淤,疏通障碍,绠是把一个原本囿于大山、大江大地缝等自然路障的横戗竖切而割离成块、资源丰富而寸步难行的贵州,用一张密织的交通大网,紧紧地结构起来,创造出一个又一个中国交通发展史的奇迹。
  到2000年,贵州全省公路通车里程达到34363公里98.8%的乡通了公路。60%以上的行政村能够通机动车。2001年,投资360亿的"两横两纵四连线"国家交通发展规划公路骨架网的贵新、贵毕高速公路已经全线建成通车,麻江到凯里、玉屏到铜仁、水城到黄果树等一大批高速或高等级公路工程也在加紧建设中,铁路交通建设快速发展 。贵州17 .6 万平方公里国土内,贵昆、川黔、湘黔、黔桂、南昆等铁路干线贯穿全境,通向全国各主要城市和港口,境内沿线由此成为贵州发展的新经济走廊。在矿产富集的六盘水市展开的株六复线、内昆、水柏铁路“三线”大会战建设,贵州东部渝怀铁路铜仁段建设捷报频传。民航建设方面,一张连接全省、横跨国内外的航空网也在日臻完善,将立体交通的现代运输体系做了圆满的解释。乌江、南北盘江、赤水河、红水河、清水江等航道的整治和疏通,使贵州内河航运成为可以直达长江、珠江的6条水上通道。

 A new era arrives and Guiyang is now connected with its eight prefectures with the expressways, railways and national high ways, forming a modern communication network within the province as well as linking to the neighboring provinces, Guangxi, Yunnan, Chongqing and Hunan in the four directions respectively. With the local aviation and inland navigation, Guizhou communication network has become part of the national one, by which Guizhou is building up a developing base, a huge market and a modern communication network. Guizhou with a new image is joining the international society. Guizhou is mountainous and remotely located on the Guizhou-Yunnan Plateau. So communication is the artery of the province. Guizhou has lagged behind other regions because of the difficult geographic conditions in the past. Its economic development was unbalanced for quite a long period. At the beginning of this new Millennium, great development of Western China has brought a golden opportunity to Guizhou. History has taught us that it is imperative to develop infrastructures, focusing on highways, to shake off poverty and to speed up economic construction. Premier Zhu Rongji instructed in the spring of 2000 as following: "If Guizhou is to develop and to become prosperous, it has to develop its communications to break through the geographic isolation in order to employ more talents and attract more investment from outside, in order to speed up its construction. Within 3-5 years' time, Guizhou will make great efforts to form a modern communication network." Guizhou Committee of CPC and Guizhou Government

have decided to realize its four targets: to form a highway system, to speed up the construction of railways connecting the neighboring provinces, to accelerate the civil aviation industry and to improve the river navigation. With the efforts of several generations, Guizhou today is no longer yesterday with a dense network of highways crisscrossing the land.

  贵州的交通条件比我上次来的时有了明显改变,既有二级公路,也有一级公路,实际上就是高级公路,所有这些成绩的取得,是全省各族工人、农民、知识分子和党政干部共同奋斗的结果。

  Guizhou is a mountainous province with great mountains almost everywhere and few river plains.It is inconvenient graphiclly.so it is crucial to improve the local commu- ications which needs the combined efforts made by both the central government as well as the local goverments.
